1. Well this depends. I would say toward the back as it is in advanced disciplines such as Dressage. Dressage riders sit like this so the horse can shift its center of balance slightly so that the power is from the hind quarters. HOWEVER, Western riders sit more forward the dressage riders and over the natural center of gravity of the horse because the horses still lead with their shoulders. (Trying to explain this without a 100 page essay as I ride both disciplines)

1. In order for the horse to lift up the front end and really power up his hind end, the rider (and the saddle) should sit slightly farther back than what most people refer to as normal, whether you are an advanced rider or a beginner. When horses are ridden with the saddle over their scapula,(shoulder blades) they start to get "bad posture", and often times discomfort, resulting in short, choppy gaits and a sour attitude. (I could say so much more, but basically, that's it.)
