I am looking for the title of an animated movie I saw in the early 90s. I'm not sure whether or not it was made way before that time or not, but it aired on TV around that time.
All I remember is that there was this young girl that could breathe underwater. I think she lived in the sea with an entire race like her, but she had feet just like normal human beings.
There is this scene in which she is captured by the people from the surface (the government I think) and put in a tube that fills with water. A lot of the people watching are screaming to the authorities to stop, until they realize that she is breathing under water.
I also think her hair turned blue when she was in the water...
and I believe it was a Japanese movie, although I'm not quite sure.
And it's not the Little Mermaid...

i'm not seriously sure if i've ever seen or heard of that movie.
but, why don't you search for popular japanese mermaid vids in the 90's.
it would help to try...
